Pay Later Option at Renewal Stage

OPTION TO ENABLE A PAY NOW OR PAY LATER OPTION AT RENEWAL
We have extended the "Pay Later" option at renewal to be available via config setting in the Member Billing config.
We have added "Enable "Pay Later" as Payment Option at Renewal (Super Only)" to the Billing Config menu. I'm requiring that this only be enableable by Chamber Nation staff as having a "Pay Later" option in an online renewal process is a bit counterintuitive.
When you check this box:
This feature is mainly useful for organizations who have members who need to enter a Purchase Order Number to appear on the invoice before they pay, though a number of our clients have requested it as well. When an org wants this enabled, I recommend that they make use of the editable verbiage sections on the online renewal pages to explain to their members how they want them to use this option.

When you check this box:
- "Pay Later" will appear as an option when a member goes to pay dues, and when they select that option, they will be taken to a copy of their .pdf invoice.
- On the Billing/Invoice Verbiage Config menu, you can add/edit verbiage for a "Pay Later Confirmation Email". If there is text in this field, a confirmation email will be sent to members who select "Pay Later", if it's blank they just see the .pdf invoice.
